Cities in Amazonas face unseasonal drought. Roney Elias/Rede Amazônica The Government of Amazonas declared a state of climate and environmental emergency throughout the state, on a preventive basis, given the meteorological projections associated with the El Niño 2026/2027 phenomenon and the risks of worsening drought, fires and heat waves. The measure was published in the Official State Gazette (DOE) and will be valid for 180 days, with the possibility of extension. According to Decree No. 54,274, signed by Governor Roberto Cidade, on June 1, the decision takes into account studies and warnings from national and international bodies that point to the possibility of reducing rainfall volumes, decreasing water availability, increasing temperatures and intensifying forest fires in the North region. The document highlights that the declaration of emergency seeks to strengthen the integrated action of state bodies and expand monitoring, prevention, mitigation and preparation actions to reduce the impacts of extreme weather events in Amazonas. 📲 Join the g1 AM channel on WhatsApp According to the decree, in addition to the environmental effects, the measure considers possible social and economic consequences resulting from the drought, such as difficulties in water supply, impacts on rural production, damage to navigation and increased risks to the population's health. Among the factors analyzed by the government are technical information from the National Center for Monitoring and Alerting of Natural Disasters (Cemaden), National Institute for Space Research (Inpe), National Institute of Meteorology (Inmet), Cearense Foundation of Meteorology and Water Resources (Funceme) and other climate monitoring centers. Studies indicate that the period between the second half of 2026 and the beginning of 2027 could be marked by the action of El Niño, a phenomenon that usually causes a reduction in rainfall in the Amazon. The government also mentions that recent climate analyzes point to a scenario of above-average temperatures, reduced river levels and greater pressure on water resources. According to the decree, the combination of these factors increases the risk of fires, forest fires, water shortages and other environmental and socioeconomic impacts in the state. Committee will coordinate actions The decree establishes that the Permanent Committee to Combat Climate and Environmental Events will be responsible for coordinating coordination between state bodies for the planning, monitoring and execution of the planned measures. The Civil Defense of Amazonas will be responsible for the technical coordination of actions related to hydrological and meteorological monitoring, risk and disaster management and production of strategic information on climate scenarios. The State Secretariat for the Environment (Sema) and the Amazonas Environmental Protection Institute (Ipaam) should intensify monitoring activities, technical guidance, inspection and mitigation of environmental impacts linked to drought, drought and forest fires. Duties of state bodies The decree also distributes responsibilities to different areas of the state government. The Rural Production Secretariat (Sepror) should reinforce actions aimed at the agricultural, fishing and aquaculture sectors, with a focus on monitoring, planning and technical guidance to face possible impacts of reduced water availability. The Amazonas Military Fire Department (CBMAM) will be responsible for expanding prevention and preparation actions to combat forest fires and burning. The Public Security Secretariat (SSP-AM) will coordinate the operational integration of the bodies involved in preventive and response measures, while the State Health Secretariat (SES-AM) and the Amazonas Health Surveillance Foundation (FVS-RCP) will have the mission of monitoring the impacts of climate conditions on public health. Among the main points of attention in the area of health are the effects of heat waves, water scarcity, worsening air quality caused by smoke from fires and the increase in diseases sensitive to climate variations. The State Department of Education and School Sports (Seduc-AM) must also promote awareness and guidance actions among the school community, in addition to adopting measures aimed at protecting health and the continuity of educational activities.
