In Ashikaga City, Tochigi Prefecture, an ``emergency safety order'' had been issued for a total of 8,679 households and 17,812 people in the Keno and Tomita districts due to the increasing risk of flooding in the Hatagawa River that runs through the city, but the order was lifted at 11:30 a.m. on the 18th due to the lowering of the river's water level.
