Hanamaru says ``I should die'' and refuses to accept responsibility for Nara City's response to bullying

A female child and her parents sued the city of Nara alleging that the school and board of education's response to the bullying was inappropriate, such as when her homeroom teacher returned a notebook she submitted with the phrase ``I wish I was dead'' with a flower circle attached.The Nara District Court did not accept the city's responsibility and dismissed the child's lawsuit.
