This Tuesday morning (16), the Federal Police carried out nine search and seizure warrants in Macapá, through Operation Escala Paralela, which investigates an alleged fraud scheme in the shifts of the municipal Mobile Emergency Care Service (Samu). The investigation investigates the diversion of public resources unduly allocated to civil servants.
According to the PF, the scheme worked by creating two different schedules: a real one, with professionals who actually completed their shifts, and another adulterated one, used to justify undue payments. Cases of employees who were paid even though they were outside the state and of professionals included in event rosters without corresponding service provision were identified.

How the scheme worked
Preparation of two duty rosters: one official and one fraudulent.
Payments to employees who were not present or did not even work on duty.
Inclusion of professionals in events without providing services.
Use of physical documents and message groups to avoid inspection in official systems.
Involved
Also according to the investigation, members of the Samu board, coordinators, managers, members of the nursing coordination, fleet management and benefited employees participated in the scheme.
