"The Union also has a role, but it is more in relation to authorizing the use of the area. When it comes to Union property, the city hall, as it is not the owner, cannot authorize it. What it will authorize is the operation of an economic activity in the city. [...] It [Union] would need to authorize the use of the area. If they did not authorize it, they should have taken measures to stop these activities", says Castro. And the instructors?
