The work is located in an area listed by the institute. According to reports from residents, the intervention caused the felling of trees.
The Rio Civil Police will investigate whether the work was being carried out irregularly. According to the corporation, the Environmental Protection Department (DPMA) will go to the site to investigate complaints from residents and environmentalists.

"The central point is that the area in question is part of a listed property: the Flamengo Landfill, which is also recognized as a world heritage site. There is also criticism of the way in which the work has been carried out, with interventions taking place on weekends when there is less supervision, which raises questions about transparency", says Regina Chiaradia, president of the Botafogo Residents' Association.
“They surrounded everything over the weekend and at the drop of a hat they are tearing everything down”, she concludes.
An activist recalls that the region is also internationally recognized as a UNESCO World Heritage Site.
"The work, presented as an 'exhibition', in practice involves the construction of a large building, measuring around 750 square meters, with two floors and a terrace, as well as maneuvering areas. The project would include a glass structure and would directly impact the park's landscape. There are also reports of tree removal in the area, which worsens environmental concerns", says journalist Leonel Kaz.

On Monday afternoon, after questions from g1, the Municipal Department of Urban Development and Licensing embargoed the work due to lack of environmental licensing.
"It is not authorized to carry out the work because it does not have environmental or other licensing. Therefore, it will be embargoed", said an employee from the department upon arriving at the site.
When contacted, the city hall said that “the authorized project for the central construction site of Aterro do Flamengo, near Praia de Botafogo, consists of the installation of an electric station with three double vehicle charging points, the result of a public tender held in 2024”.
The city hall also said that the area where the construction was being carried out was previously occupied by a gas station.
"The project foresees a construction with a maximum height of 6.21 meters, lower than the installation previously existing on the site. There is no provision for vegetation suppression", states the position.
“The implementation of the project will fully comply with applicable urban, environmental and heritage legislation, including the requirements of the bodies responsible for the protection of cultural and landscape heritage”, concludes the note.
When contacted, Rio City Hall did not respond about the lack of licensing for the site. g1 questioned the Department of the Environment about the lack of bidding, but, until the publication of the report, they had not received a response.
