Almost 60 advertising panels were removed from Cidade do Leste, in Paraguay, after the repercussion caused by the exhibition of a montage that showed former president Jair Bolsonaro (PL) attacking Paraguayan player Gustavo Gómez.
The action was carried out by the Paraguayan government on one of the main access roads between Paraguay and Brazil. See the before and after in the image below.
The montage appeared on May 30th on at least three screens installed in the Ponte da Amizade region. For about an hour, the panels showed montages with Bolsonaro alongside political and football provocations against Paraguay, including a scene in which he appeared attacking Gustavo Gómez, selected for the World Cup. The companies responsible for the screens stated that the display of the images was the result of a hacker attack on the systems. The Paraguayan National Police is investigating the case.

After the episode, the Ministry of Public Works and Communications (MOPC) announced the removal of advertising structures considered irregular installed in the highway right-of-way, an area that belongs to the State.
In a statement, the MOPC informed that it does not authorize the installation of posters and advertising panels on highway right-of-way. The agency cited Law No. 5,016/2014, which prohibits structures capable of compromising drivers' visibility or posing a risk to road safety.
According to the ministry, in addition to causing visual pollution, the panels can put traffic safety at risk. The ministry also reported that it maintains administrative processes and legal actions to remove structures installed in violation of the legislation, but that court decisions, in some cases, delay the execution of the measures.
g1 contacted the companies responsible for the screens to comment on the removal of the structures after the Paraguayan government's determination, but did not receive a response until the last update of this report.
All removed material was sent to MOPC warehouses in Minga Guazú, where it will remain stored until any formal request for return by the owners.

The images showed, for around an hour and in at least three panels, former president Jair Bolsonaro (PL) alongside political and football provocations against Paraguay, including a scene in which he appears attacking player Gustavo Gómez.
The montage said that "Brazil ruled and dismantled on the field and in politics", accompanied by the image of the politician sitting on the player's back, pulling him by the hair. In the bottom corner of the montage, there was the provocation “Hexa is ours”.

Companies speak out
It was identified that the screens belong to two companies: Fast Print and Publimix.
Fast Print and Publimix claim that the systems were the target of a hacker invasion and that the content was disseminated through “unauthorized manipulation” of the advertising screens. In a statement, they said that they are collaborating with the competent authorities and technical managers to clarify the facts, identify the perpetrators and determine the corresponding responsibilities. New Zone reported that it had no participation in the dissemination of the content and stated that it requested immediate clarification from the company responsible for the advertisements, in addition to the removal of the images.
The companies stated that a criminal complaint was filed with the Cybercrime Prosecutor's Office in Paraguay.
Until the last update of this report, there was no information about who created the montage or hacked the system to display it.

City Hall opens complaint
City Hall of Cidade do Leste stated that it opened an administrative investigation to investigate the case and identify those responsible for disseminating the images.
On the same day, in a video published on social media, he reported having filed a complaint with the Fiscalía, the Paraguayan body corresponding to the Public Ministry in Brazil.
President orders removal of panels
Santiago Peña, president of Paraguay, used social media to speak out about the assembly. In the publication, he stated that he had ordered the Paraguayan Ministry of Public Works and Communications to remove the structures.
He also lamented the situation and said that "this type of action does not contribute to the understanding or respect that must prevail among peoples."

Paraguay is experiencing one of its best moments. It grows, attracts investments and moves strongly towards the future. Maybe this bothers some. This motivates us to continue working so that the giant that is Paraguay continues to grow and occupy the place it deserves.
I ordered the MOPC to remove all these structures, as well as any other irregular installation that occupies public spaces, within the scope of the legal responsibilities that the institution has been exercising in different parts of the country. Paraguay will move forward."
