Russian Alexander Kibalko was elected vice-president of the ISU for speed skating. At the federation congress in Spain, he received 85 votes and was significantly ahead of the Bulgarian Stoycho Stoychov, after which he addressed the delegates with words of gratitude and promised to justify the advances given. However, none of the four Russians joined the technical committees.
