The Israeli anti-settlement movement "Peace Now" announced that the government of Prime Minister Benjamin Netanyahu on Thursday referred a plan to finance the construction of settlements in the occupied West Bank to the mini-security cabinet. The Palestinians and many countries view the settlements as a major obstacle to peace, saying that they are devouring lands in the West Bank that could form a future Palestinian state.
