Empresa Brasil de Comunicação (EBC) participated this Wednesday morning (10) in the first public presentation of the TV 3.0 Common Platform at the opening of the 2026 Legislative Radio and Television Network Meeting, which takes place in the Chamber of Deputies, in Brasília (DF). EBC was represented by its CEO, Antonia Pellegrino; and the director of Operations, Engineering and Technology, Bráulio Ribeiro. Related news: EBC presents TV 3.0 test station to foreign ambassadors. In partnership with the Ministry of Communications (MCom) and the National Telecommunications Agency (Anatel), EBC leads the process of implementing the new technology that will revolutionize the way we watch television. “A historic day”, stated the CEO of EBC, who thanked the union of efforts undertaken to migrate from digital television to TV 3.0, involving joint action between academia, public and private communication sectors, the Brazilian government and development banks, for example.  Pellegrino reinforced the differential of the Common Platform for Public Communication and Digital Government, integrating federal television channels, public services and the audiovisual cultural richness also present in the Tela Brasil catalog, an initiative of the Ministry of Culture (MinC), into the same environment. "I am very honored to represent EBC at this event, which leads the Common Platform and has been developing impressive work since 2023 in the construction of new technology, leading the public field in this action. I consider that the fact that you have in the application the image with government services alongside culture and public communication translates in a very concrete way that public communication and culture are the population's rights", emphasized Pellegrino. The Minister of Communications, Frederico de Siqueira Filho, highlighted the role of EBC in creating the Common Platform for Public Communication and Digital Government, an environment aimed at providing applications and public services, in line with TV 3.0.   "EBC is fully committed to this purpose, with the technological development of new applications that increase the visibility of content and facilitate access for users and viewers. TV 3.0 makes the experience of watching television more interactive and friendly", he stated. During his presentation, the Minister of Communications highlighted the Brazilian government's initiatives to strengthen and modernize broadcasting, as well as increasing the capillarity of public communication. One of the highlighted points was TV 3.0.  "This is the revolution of free-to-air television in Brazil. In April this year, we inaugurated the test station in Brasília (DF), where EBC, TV Câmara and TV Senado operate on an experimental basis. Other stations from private broadcasters were installed in Rio de Janeiro (RJ) and São Paulo (SP) to broadcast World Cup matches in some locations using this new technology", said Frederico de Siqueira Filho. Federal, state and local authorities were also present at the opening ceremony, such as the president of the Social Communication Advisory Council of the Chamber of Deputies, federal deputy Cléber Verde; the executive director of Communication and Digital Media of the Chamber of Deputies, Cláudio Araújo; the director of the Communications Secretariat of the Federal Senate, Glauciene Lara; the president of the Brazilian Society of Television Engineering (SET), Paulo Henrique Castro; the president of the Brazilian Association of Legislative Television and Radios (Astral), Gerson de Castro;  the MCom Broadcasting Secretary, Wilson Diniz Wellisch; and Anatel advisor Octavio Pieranti. Themed tables The first thematic table of the day marked the unprecedented demonstration of the ‘mais br’ application by professor Guido Lemos. According to him, the great contribution of this platform is to bring together public communication in one place.  “When we combine the power of the Legislative Network with the National Public Communication Network (RNCP), we are building the largest and best public communication network in the world”, he stated.  In ‘mais br’, the public will be able to watch real-time transmissions from EBC vehicles, such as TV Brasil and Canal Gov, and legislative broadcasters, in addition to government services, in the same place. The morning ended with the ‘Painel TV 3.0’, which was attended by the director of Operations, Engineering and Technology at EBC, Bráulio Ribeiro. The executive recalled the challenges that this new stage of development presents for broadcasters, but said that it is imperative to be in tune with the revolution in the digital environment so that there is increasingly more relevance and proximity to the population. "For those of us who work with television, the central point when talking about DTV+ is the union between broadcast and broadband. We will need to work in these two dimensions: on air transmission and on IP transmission. This IP transmission is not just about making our streaming available. It means that broadband will become part of our production structure, our own workflow", he warned. According to him, the new technology will allow, among other benefits, improvement in image quality with the 4K resolution standard, with positive impacts also felt on broadcasters that operate in multiprogramming. About TV 3.0 Considered the “television of the future”, TV 3.0 is an evolution of the current Digital TV, which began in 2007. The model will integrate internet services (broadband) with the usual transmission of sounds and images (broadcast), enabling the use of applications that will allow viewers to interact with part of the programming. One of the main innovations of TV 3.0 is precisely its application-based interface, in which broadcasters will have the technical conditions to offer, in addition to the open signal already transmitted in real time, additional content on demand, such as series, games, programs and other possibilities. Applications from public broadcasters, such as TV Brasil, Canal Gov and Canal Educação, will have privileged positions guaranteed in the catalogue. TV 3.0 will bring more practicality to viewers. One of the impacts will be on image quality, with devices with 4K HDR technology, to allow better resolution and greater color contrast. Another change will provide a “cinema sound” experience, similar to an immersion with audio that is played in different directions.
