READ MORE Arrest of health secretary was ordered after attempted interference in investigations, says decision Health secretary of Palmas is arrested by the Civil Police in investigation into outsourcing of UPAs Understand the investigation Secretary Dhieine Caminski; and superintendent Andreis Vicente da Costa Reproduction/Palmas City Hall Outsourcing began in March 2026. At the time, the City Hall announced a contract worth R$139 million with the Irmandade da Santa Casa de Misericórdia de Itatiba. The contract was suspended by the Tocantins Court, but was released by the Superior Court of Justice (STJ). At the end of May, ten search and seizure warrants against public servants were executed during Operation False Emergency. According to the decision of the 1st Regional Court of Guarantees of Palmas, the arrest of Dhieine Caminski was ordered for alleged attempts to interfere, with monitoring and directing witness statements. In relation to Andreis, the investigation shows that he had written drafts of opinions that were supposed to be technical, delivering them ready for signature by other civil servants, without there being a prior debate in the responsible committee. The fact that he enjoyed a luxury vehicle (BMW/X1) leased by Cláudia Fernanda, who would represent the entity benefiting from the contract, also weighed against him. Cláudia Fernanda is appointed as a representative of the benefited social organization. His arrest is also based on ensuring public order. The court considered the risk of repeating the crime, as it responds to another police investigation into alleged fraud in the purchase of COVID-19 tests in Palmas. She would also be responsible for renting the luxury vehicle used by the server Andreis Vicente da Costa, which would reinforce the bond between those investigated and the contracted entity.
