Understand the law on leaves of absence
In Minas Gerais there is a state law and a decree that regulate the medical license of public servants in the state. In the case of the Civil Police, according to Fabrício Duarte, there is a statute that regulates this leave as well, without prejudice to remuneration.
"The Statute of the Civil Police of MG establishes that if a police officer leaves for health reasons for a period of more than 90 days, within a period of 12 months, he must undergo an expert examination to assess possible disability. This period can be continuous or discontinuous. If the leave lasts for more than 2 years, he must be retired due to disability. The police officer can be away under these conditions for up to 2 years. This leave is without prejudice to remuneration", explained lawyer Fabrício Duarte.

On August 11, 2025, street sweeper Laudemir de Souza Fernandes, aged 44, was shot dead while working garbage collection in the Vista Alegre neighborhood, in the West Region of Belo Horizonte. According to investigations, businessman Renê da Silva Nogueira Júnior was angered by the collection operation, which caused momentary traffic delays, argued with urban cleaning workers and shot Laudemir. The street cleaner was rescued, but he did not survive his injuries. Renê was arrested hours later at a gym in the capital.
The businessman was charged by the Public Prosecutor's Office with triple homicide, illegal possession of a firearm, threats and procedural fraud. The prosecution maintains that the weapon used in the crime belonged to his wife, Civil Police delegate Ana Paula Lamego Balbino Nogueira. The investigations also showed that Renê had instructed the police chief to hand over to the investigators a weapon different from the one used in the murder.
The Civil Police Internal Affairs Office initiated procedures to investigate the delegate’s conduct. Among the facts investigated are access to the corporation's internal system to consult information about the incident involving the husband and the possible omission in the crime. In April this year, the Civil Police confirmed the opening of a Disciplinary Administrative Process (PAD) to investigate possible functional infractions.
In April 2026, the court decided to take Renê to a popular jury. The businessman remains a defendant in the murder of the street cleaner, a case that generated great repercussion in Minas Gerais and mobilizations of family members, co-workers and entities linked to the category of urban cleaning workers in defense of justice for Laudemir.
