g1 had access to the incident report, recorded on Monday (8), after residents reported the case to the police. The document describes that the animal was found dead in the city center.

A Caiuá councilor also reported the case on social media, after the video of the animal was shared by residents on the internet. To g1, Wesley Pinheiro (PP) reported that he found out about what happened after one of the community dog's owners lamented his death.
"As a councilor for the municipality, I was contacted by the population about the dog, who began to take care of the animal, 'got' care and affection. They looked after it... Until now, they don't know who did this atrocity to the animal", he states.
In the video recorded by residents, which was shared on the internet, two people describe how the dog was found: "A stick stuck inside his nose, right? In his mouth... Someone did something bad, look here how he is, his mouth is all bruised...". Watch the video above.

The Civil Police informed g1 that the incident was registered as a completed crime of animal abuse, under the terms of article 32 of Law 9,605/1998, on Environmental Crimes, with a penalty of two to five years in prison, in addition to a fine and prohibition of custody.
To date, there is no information on suspected poisoning or indication of natural death nor on who the possible suspect is; however, the Civil Police opened a preliminary investigation into the case, and there may be further developments thereafter.

Reward for those who report animal abuse
In the capital of western São Paulo, Presidente Prudente (SP), residents who report cases of animal abuse can receive a reward. The law came into force in March this year.
The proposal provides for punishment for those responsible for mistreatment, in addition to encouraging the collaboration of residents in monitoring infractions provided for in Municipal Law No. 10,006/2019.
This 2019 law defines mistreatment as any conduct that puts the physical or psychological integrity of the animal at risk. Among the practices covered are physical aggression, poisoning, abuse and abandonment on public roads or in closed and uninhabited places, in addition to failure to provide assistance.
The legislation also considers abuse to be negligence on the part of owners, such as the lack of reproductive control of females and the interruption of breastfeeding before the appropriate weaning period.
The law authored by councilor Wellington Bozo (Republicans) establishes that the resident who collaborates with the identification of the offender may receive 20% of the value of the fine actually collected by the municipality.
The amount must be paid to the complainant within 30 days after receipt of the amount by the public authority. To be entitled to the benefit, the resident must present, at the time of reporting, evidence such as photos, videos or identification of those allegedly involved.
Importance of reporting
To g1, the captain of the Environmental Military Police, Júlio César Cacciari, highlighted the importance of the population's support through complaints for the corporation's work.
"No vehicle, no team, no security force can be in all locations at the same time. But, when the population reports it, without a doubt, it becomes our eyes and ears in the fight against any type of crime."
For the agent, the approval of the bill by the Legislature is an important and fundamental step in all issues involving animal protection.
“Ill-treatment is not a particular problem, it is a crime. And crime has to be fought with action. When someone records images, gathers information and makes a report tangible, they are breaking this cycle of violence, saving a life that cannot defend itself", reinforces Cacciari.
