Entrepreneurial City Program is a Sebrae initiative disclosure The economic development of municipalities depends on a series of factors that go beyond the initiative of entrepreneurs. As local growth does not depend solely on the private sector, Sebrae developed the Cidade Empreendedora program. The initiative works hand in hand with Brazilian city halls to decentralize support for entrepreneurship and generate new fronts for development. Present in more than 3 thousand Brazilian municipalities and implemented in 169 cities in Ceará, the program seeks to qualify public management and strengthen the business environment through actions that contribute to local economic development. For the institutional coordinator of Public Policies at Sebrae/CE, Wilma Almeida, strengthening entrepreneurship necessarily involves the capacity of municipalities to structure policies that create favorable conditions for the growth of small businesses. When public management understands the importance of small businesses for the local economy and starts to develop planned actions to support them, the results appear in the generation of employment, in the circulation of income and in the strengthening of economic development. Cidade Empreendedora helps precisely in this process of building solutions that dialogue with the reality of each territory", he highlights. In addition to formulating policies, the program also works to qualify local governance, encouraging the participation of leaders, institutions and representatives of civil society in the construction of development strategies. This articulation allows decisions to be made in a more integrated way and aligned with the demands of the municipalities. Another important aspect is related to the simplification of public processes. Through Cidade Empreendedora, municipalities receive support to reduce bureaucracy and make opening and operating companies more agile. These measures contribute to improving the business environment and encouraging the formalization of ventures. The initiative also strengthens instruments that expand opportunities for small businesses, such as public procurement. By guiding municipalities in adapting bidding processes and encouraging the participation of local companies and family farmers in government contracts, the program contributes to public resources driving the economy of their own territories. The Entrepreneur Rooms represent another important result of this work. Currently, Ceará has 173 units that function as support points for entrepreneurs, offering guidance, services and information that facilitate the formalization, management and growth of businesses. "When the municipality develops more efficient policies and creates an environment favorable to entrepreneurship, the entire population benefits.
