The Electoral Court ordered the revocation of the diplomas of the mayor of Turiaçu, Edésio Cavalcanti (Republicans), and the vice-mayor, Adonilson Alves Rabelo (Republicans), for abuse of political and economic power in the 2024 elections. The decision, published on Monday (8), also declared the two ineligible for eight years and determined the adoption of the necessary measures to hold new elections in the municipality.

The sentence, signed by judge Jacqueson Ferreira Alves dos Santos, also affects councilors Carla Patrícia dos Santos Cunha, known as Professor Carla (Republicans), and Bianca Castro (Solidarity). Both had their diplomas revoked and were ineligible for the same period.
The judge also ordered the imposition of fines and informed the Regional Electoral Court of Maranhão (TRE-MA) so that the necessary measures could be adopted to hold new elections in Turiaçu.
This is the second impeachment decision against the mayor and deputy in 2025, which increases the legal uncertainty regarding the permanence of the current administration.
Fish delivery
The action was presented by the coalition Pela Liberdade de Turiaçu, formed by the Brazilian Socialist Party (PSB), the Liberal Party (PL), União Brasil and the Brazilian Federation of Hope, composed of the Workers' Party (PT), the Communist Party of Brazil (PCdoB) and the Green Party (PV).
According to the authors, the city hall structure was used to politically favor members of the group that contested the municipal elections.
When analyzing the case, the Court concluded that the distribution of fish carried out during Holy Week in 2024 occurred without provision for a social program created by specific law. For the magistrate, the action went beyond the assistance nature and ended up being associated with the image of the politicians involved.
The decision highlights that electoral legislation establishes specific rules for granting this type of benefit in an election year. The objective is to prevent actions financed with public resources from influencing the dispute between candidates.
Spending increased
Another point considered by the Court was the increase in resources allocated to the purchase of fish in recent years.
Process documents show that expenses went from R$17,100 in 2021 to R$194,200 in 2023. In 2024, the year of the municipal elections, the amount reached R$546,600.
For the judge, the growth in public spending during the electoral period reinforces the evidence of use of the public machine to benefit candidates linked to the political group that administered the municipality.
Councilors were also condemned
The sentence also holds Professor Carla and Bianca Castro responsible. According to the Court, the two participated in actions related to the delivery of the benefit and gained political exposure from the initiative.
With the decision, the four convicts are ineligible for eight years. The sentence also provides for new elections to be held for the positions of mayor and vice-mayor after resources are exhausted.
Furthermore, the Court ordered the recount of the votes in the proportional elections, disregarding the votes received by the two councilors affected by the conviction.
