However, it is not enough for a constitutional majority that would allow a referendum on amendments to the Constitution. Pashinyan needs him to sign a peace treaty with Azerbaijan: Baku demands that Yerevan remove references to reunification with Nagorno-Karabakh from the Constitution. If Pashinyan's party had received at least 65% of the votes, it could have called a referendum itself.
