Russia: UN Security Council has "hit rock bottom"

Russia's Permanent Representative to the United Nations, Vasily Nebenzia, said today, Tuesday, that the United Nations Security Council "has reached rock bottom" during the UN Security Council session devoted to discussing the tragedy of the city of Starobelsk in the Luhansk People's Republic.
