The document was signed by Mayor Rodrigo Manga (Republicans) on May 5 and sent with a request for urgent consideration. According to the project, the purpose of the concession will be to promote the recovery and preservation of the municipal historical heritage; enable the revitalization and requalification of the property; encourage cultural, tourist, gastronomic, educational and economic activities; and ensure the permanent conservation of the property and its architectural elements. The concessionaire who wins the process will be responsible for preparing and executing the restoration projects, in addition to maintaining and operating the space throughout the duration of the contract. No intervention may be carried out without prior approval from the historical heritage protection bodies, especially the Municipal Council for the Defense of the Historical, Artistic, Architectural, Tourist and Landscape Heritage of Sorocaba (CMDP). The process of choosing the winner will be done through bidding, following the rules of Federal Law No. 14,133, of 2021. The concession period will be defined in the notice, taking into account the time needed for the investor to recover the amounts invested. End of concession At the end of the contract, according to the project, all works, improvements and installations carried out by the concessionaire will be automatically incorporated into the municipality's assets, without the right to compensation, except in the cases provided for in the contract. The property will return to the public authorities after a preliminary inspection. The onerous concession is presented as the most appropriate legal instrument to enable the revitalization of the property without compromising its historical and cultural value. MP's complaint In the 2025 action, prosecutor Jorge Alberto Marum recalls that the city hall itself, in response to the body, stated that "the building of the former municipal slaughterhouse is in a terrible state of conservation, with no budgetary allocation from the Department of Culture for restoration". In the same month, the Court gave Sorocaba City Hall 60 days to carry out emergency works at the former slaughterhouse, with a provision for a fine of R$3,000 per day in case of non-compliance. Months later, the Court ordered an examination at the site.
